2.  대상기기

A) 기계의 정의

전기, 공기압 및 유압, 무게 등을 에너지원으로 하여 적어도 1개 이상의 작동부분이 있는 제품

B) 안전부품의 정의

건강이나 안전에 관여하는 기계류의 부품으로, 단독으로 출하되는 기기

3.  기계지침의 대상제품 외의 기기

다른 기술지침에 의해 인증 관리되는 것으로써 다음과 같습니다.

A) 사람의 힘을 동력원으로 사용하는 기계류
B) 환자에 직접 접촉되는 의료기기
C) 유원지에서 사용하는 오락용 특수 기기
D) 원자력 관련기기
E) 농업 및 임업용 트랙터
F) 기계 일부를 구성하는 방사원
G) 스팀 보일러, 탱크 및 압력용기
H) 소화기 및 시스템
I) 인간을 운반하는 공중 케이블을 포함한 케이블카
J) 군용, 경찰용인 특수구조의 기기
K) 석유, 중유, 등의 저장 탱크나 파이프라인
L) 승객을 공중, 도로, 선로, 수중에서 운반하는 전용 차량이나, 트레일러 및 화물을 공중, 도로, 선로, 수상으로 운반하는 수단에 이용하는 장비 (광물 채취 산업에서 것에 관해서는 제외)
M) 해상 항해용 선박 및 관련 장치
N) 빌딩, 건축물에 고정된 리프트로, 수평에서 15도 이상으로 고정된 가이드 사이를 움직이는 차량을 이용하여 사람이나 화물을 운반하는 것
O) 록/피니언을 이용하여 사람을 운반하는 차량
P) 극장용 엘리베이터
Q) 건설 현장용 리프트
R) 광산용 윈치

요약하면 기계, 기기로서 “가동부”를 가지고, 그것이 인체 등에 위해를 줄 가능성이 있는 것이면, 기계류지침의 대상이 됩니다. 공업용뿐 만 아니라, 가정용이나 상업용의 기계류도 포함됩니다.

뿐만 아니라 기계류의 위험성이 주로 전기적인 경우는, 저전압 지침에 따라 추가적인 인증이 요구되어지고 나아가 전자파 지침 등도 함께 인증되어야 할 경우가 있습니다. 단, 전자파 지침의 경우, 예외적으로 고정장치로 사용되는 특수한 경우는 현장에서 설치된 모든 대상장비, 설비에 대해 일괄적으로 EMC시험을 수행하고 인증할 수 있어 개별적 시험을 하지 않는 경우도 있습니다.

전시회나 샘플용 기계류, 안전 부품이라면, “기계류의 지침에 불일치” ” 비판매용”,” 전시회용”, “전시 샘플”등의 문구를 부착하여 기계안전 인증을 받지 않을 수 있습니다.

4.  기계지침의 규격구분

기계 안전에 관한 유럽 통일 규격은 A규격, B 규격, C 규격의 3종류로부터 구성되어 있습니다. 물론 기술문서 (Technical Construction File : TCF)는 3종류의 모든 규격을 충족해야 합니다.

A) A 규격( 기본적 안전 규격)

모든 기계에 대한 기본적 안전규격으로써 기본 개념, 설계 원칙 및 일반적 측면을 규정하는 규격.

B) B 규격( 그룹 안전 규격)

기계의 용도 및 목적에 따라 광범위하게 구분된 기계 등에 적용되는 안전에 관계되는 측면, 또는 안전관련장치의 하나의 형식을 취급하는 규격

a) B1규격은 특정 안전성 측면에 관한 규격으로, 예를 들면 안전거리, 표면온도, 소음 등에 관한 것

b) B2규격은 안전관련 장치 및 기계부품 등에 관한 규격으로, 예를 들면 인터록 장치, 감압장치, 방호장치 등에 관한 내용이 기술되어 있습니다.

C) C 규격(기계에 관한 안전 규격)

특정 기계 또는 기계 그룹에 관한 상세한 안전 요구사항을 규정하는 규격

a) 예를 들면, 자동선반, 회전톱 등에 관한 세부 규격입니다.

5.  기계류지침의 Annex IV 고 위험군의 기계류

이들 기계류는 고 위험군기계류로써 유럽위원회로부터 권한을 부여 받은 Notified Body(NB)에 의해 해당되는 제품별 규격에 따라 ” EU형식시험”, 등 기계류지침 절차에 따라 인증되고 지속적 적합성을 관리 합니다.

일반적으로 원형 톱 기계, 밴드 톱 기계, 사출, 압출용 플라스틱 가공 기계, 자동차용 lift기계 및 기타 안전 기능 품목과 전도, 낙하물 보호장치가 필요한 기계류 등으로써 인체에게 심각한 손상을 가할 수 있는 기계류 입니다.

1. Circular saws (single- or multi-blade) for working with wood and material with similar physical characteristics or for working with meat and material with similar physical characteristics, of the following types:

1.1. sawing machinery with fixed blade(s) during cutting, having a fixed bed or support with manual feed of the workpiece or with a demountable power feed;

1.2. sawing machinery with fixed blade(s) during cutting, having a manually operated reciprocating saw-bench or carriage;

1.3 sawing machinery with fixed blade(s) during cutting, having a built-in mechanical feed device for the workpieces, with manual loading and/or unloading;

1.4. sawing machinery with movable blade(s) during cutting, having mechanical movement of the blade, with manual loading and/or unloading.

2. Hand-fed surface planing machinery for woodworking.

3. Thicknessers for one-side dressing having a built-in mechanical feed device, with manual loading and/or unloading for woodworking.

4. Band-saws with manual loading and/or unloading for working with wood and material with similar physical characteristics or for working with meat and material with similar physical characteristics, of the following types:

4.1. sawing machinery with fixed blade(s) during cutting, having a fixed or reciprocating-movement bed or support for the workpiece;

4.2. sawing machinery with blade(s) assembled on a carriage with reciprocating motion.

5. Combined machinery of the types referred to in points 1 to 4 and in point 7 for working with wood and material with similar physical characteristics.

6. Hand-fed tenoning machinery with several tool holders for woodworking.

7. Hand-fed vertical spindle moulding machinery for working with wood and material with similar physical characteristics.

8. Portable chainsaws for woodworking.

9. Presses, including press-brakes, for the cold working of metals, with manual loading and/or unloading, whose movable working parts may have a travel exceeding 6 mm and a speed exceeding 30 mm/s.

10. Injection or compression plastics-moulding machinery with manual loading or unloading.

11. Injection or compression rubber-moulding machinery with manual loading or unloading.

12. Machinery for underground working of the following types:

12.1. locomotives and brake-vans;

12.2. hydraulic-powered roof supports.

13. Manually loaded trucks for the collection of household refuse incorporating a compression mechanism.

14. Removable mechanical transmission devices including their guards.

15. Guards for removable mechanical transmission devices.

16. Vehicle servicing lifts.

17. Devices for the lifting of persons or of persons and goods involving a hazard of falling from a vertical height of more than three metres.

18. Portable cartridge-operated fixing and other impact machinery.

19. Protective devices designed to detect the presence of persons.

20. Power-operated interlocking movable guards designed to be used as safeguards in machinery referred to in points 9, 10 and 11.

21. Logic units to ensure safety functions.

22. Roll-over protective structures (ROPS).

23. Falling-object protective structures (FOPS).

a) 유럽 CE-Marking은 제조자, 자기 적합성 선언을 하는 자의 책임을 강조하고 있습니다. 따라서 설계, 개발, 제조, 시험 등 제품의 안전에 관련된 모든 사항을 제조자 또는 자기 적합성 선언을 하는 자의 책임으로 인식하고 있습니다.

b) CE-Marking은 제조자의 관리하에서 수행된 시험성적서 등 모든 적합성 확인결과를 우선적으로 신뢰합니다. 일부 제조자의 여건으로 스스로 시험을 수행할 수 없는 경우, 제3의 공인시험기관의 성적서 등을 채택하기도 하지만 근본적으로 제품의 안전에 대한 모든 책임은 제조자에 국한 합니다. 유럽위원회에서 인증권한을 부여 받은 승인기관 (Notified Body : NB)(Notified Body)은 ILAC(International Laboratory Accreditation Committee)산하 APLAC 등으로부터 인정 받은 시험기관의 성적서를 인정하고 있으며 필요에 따라 이들 시험기관 지정서 또는 적용된 시험 절차서와 사용된 계측기기의 교정여부를 재 확인하기도 합니다.

7.  인증절차

다음과 같이 4가지의 방식이 있습니다.

A) Annex 4에 기술된 고 위험군 기계류

승인기관 (Notified Body : NB)을 통한 인증취득

B) Annex 4가 아닌 일반 기계류 (Annex Ⅱ A)

자기 적합성 선언(완성품에 대한 적합성의 입증으로써 CE 마크를 부착)으로 취득

C) 기계 부품류에 관한 자기 적합성 선언(Annex Ⅱ B)

자기 적합성 선언(완성품에 대한 적합성의 입증으로써 CE 마크를 부착)으로 취득

D) 안전 부품류에 관한 자기 적합성 선언 (Annex Ⅱ C)

자기 적합성 선언(완성품에 대한 적합성의 입증으로써 CE 마크를 부착)으로 취득

참고 : ②와③의 경우, 자기 적합성 선언서를 작성하고 관련 기술문서를 보관 함으로써 규격에 적합함을 선언할 수 있지만 해당제품이나 포장 등에 CE 마크를 부착 할 수 없습니다.
